Scirus claims to be the most comprehensive science-specific search engine on the Internet. It searches over 200 million science-specific Web pages, allowing access to reports, peer-reviewed articles, patents, pre prints, journals, and university web sites. Only a limited number of full-text articles are available free, but all hits include citations, and many include abstracts. More info.

The World Wide Web Consortium (W3C) develops interoperable technologies (specifications, guidelines, software, and tools) to lead the Web to its full potential. (High-sounding words, but this really is a fine source for information about HTML, XML, CSS, and all sorts of other website-related acronyms. Great tutorials.)

Not exhaustive or entirely reliable (the project is still in development), but worth a try if you’ve drawn a blank everywhere else.
